ต่ำ means “low,” while ลง adds the idea of change in a downward direction. ต่ำ describes an existing low state; ต่ำลง indicates that something has become lower than it was before. It can refer to physical levels and pitch as well as measurable or abstract levels such as temperature, price, quality, and academic performance. ต่ำลงเรื่อย ๆ means “become progressively lower,” and ต่ำลงกว่าเดิม means “become lower than before.” The expression normally describes the subject itself becoming lower. To state that something causes this change, ทำให้…ต่ำลง can be used for “make … lower.”

Usage

Common in weather reports for falling temperatures, in descriptions of lower water levels or vocal pitch, and in news or everyday discussion of declining prices, quality, or performance. It is natural in both speech and writing.

Caution

This does not merely mean “be low”; it implies a change from an earlier level. For a decrease in the number or quantity of items, ลดลง or น้อยลง is normally more natural. ต่ำลง also cannot be used directly as a transitive verb meaning “lower or move something downward.”
