เพชรบูรณ์ is a place name that usually refers to Phetchabun Province. The full administrative name is จังหวัดเพชรบูรณ์, but จังหวัด “province” is often omitted in ordinary conversation. For greater precision, อำเภอเมืองเพชรบูรณ์ means Mueang Phetchabun District, which contains the provincial capital, while ตัวเมืองเพชรบูรณ์ refers specifically to the central urban area.
