ปวดปัสสาวะ normally means “need to urinate,” not “feel pain while urinating.” For pain during urination, use an expression such as เจ็บเวลาปัสสาวะ. When ปวดหัว is used about a person or their behavior, it may sound like a complaint that the person is troublesome or frustrating.
