ขอให้มีความสุข is a conventional blessing, not a command telling someone to become happy. ขอให้ introduces a wish, while มีความสุข means “to be happy.” The subject คุณ (“you”) is normally omitted when it is clear from context. Adding นะ gives the expression a warmer, gentler tone. ครับ or ค่ะ can be added for politeness.
Usage

Caution
