Explanation

The central idea of ประกาศ is putting information into the public sphere so that many people can know about it. As a verb, it is followed by what is being announced, as in ประกาศผลสอบ (“announce exam results”) and ประกาศรับสมัคร (“announce that applications are open”). ประกาศว่า followed by a clause means “announce that...” With major government or organizational decisions, it can have the stronger, more formal sense of “declare” or “proclaim.” For example, ประกาศภาวะฉุกเฉิน means “declare a state of emergency.” As a noun, it refers to the announcement or public notice itself. Written announcements can be counted with the classifier ฉบับ, as in ประกาศหนึ่งฉบับ.

Usage

It is common in school announcements, company hiring notices and policy updates, station or airport announcements, event changes, and official government declarations. On websites and noticeboards, ประกาศ or ประกาศสำคัญ (“important announcement”) often appears as a heading.

Caution

For simply telling one person something, บอก (“tell”) or แจ้ง (“inform/notify”) is usually more natural. Also, ordinary commercial advertising is โฆษณา, not ประกาศ. Use ประกาศ when the main purpose is to make information public, as with an official notice or job announcement.
